The last drop down allows you to set a different signature for replies and forwarded messages. If you click new email, this is the signature that will appear automatically. The second is for you to choose which signature should be inserted into any new correspondence. The first drop down is for if you have multiple email accounts. Set default signatures for new messages and/or replies. This can be edited from this same menu at any time.
